In Yuen Long, New Territories, Police insulted civilian by calling him “Rubbish” and shouted F-word foul language at an elderly when demanding all pedestrians to leave the pavement. Later they shone strong flashlight in the face of another elderly.

從影片可見，約十名警察從上水天橋離開時，被一眾示威者包圍。示威者高舉雙手以示和平，數秒後，警察在沒有警告下向群眾使用胡椒噴霧來開路。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。而過份武力對待被拘捕人士，在沒有合理辨解下，亦可能違反《侵害人身罪條例》各條。

身穿警察背心的便衣警員沒有配戴委任證。這有機會違反《警察通例》(20-14)各項中，市民提出要求，至少有一名軍裝警務人員應出示委任證，才可執行職務。
