疑似便衣警員的男子在沙田現場執勤，未有配戴委任證。這有機會違反《警察通例》(20-14)各項中，市民提出要求，至少有一名軍裝警務人員應出示委任證，才可執行職務。

當時的片段所見，警隊的防線未被衝擊，現場亦只看到零星的人群，未見有示威者聚集並大舉攻擊在場的警務人員。但是速龍小隊仍然不斷推進，途中多次以水平角度向市民發射橡膠子彈和布袋彈。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。
